On May 14, the 54th World Health Assembly decided by
consensus not to include in the agenda of the Assembly the
proposal by a small number of countries like Honduras of
inviting the Republic of China (Taiwan) to participate
in the World Health Assembly (WHA) as an observer,
which once again frustrated the attempt by the Taiwan
authorities to attend WHA sessions and get into the World
Health Organization (WHO).
It is common
knowledge that WHO is a specialized agency of the United
Nations. Only sovereign states are entitled to
become its members and participate in its activities.
As a province of China, Taiwan is not qualified at
all to participate in WHO activities, nor is it in any
position to attend WHA sessions. The essence of
the proposal of inviting the Republic of China
(Taiwan) to participate in the WHA as an observer is
an attempt to create in the world two Chinas or
one China, one Taiwan. This act has
violated the relevant resolutions on the UN General Assembly
and WHA and basic norms governing international law, which
has naturally been firmly opposed by the Chinese Government
and people and all justice-upholding countries in the world
and despised by the international
community.
The question of Taiwan is an
internal affair of China. No foreign countries
have the right to interfere. The Chinese
Government resolutely opposes interference in Chinas
internal affairs by any country as well as the activities of
any person to split China under the pretext of public health
issues. We are convinced that the just cause of
the Chinese Government and people of safeguarding state
sovereignty and territorial integrity will continue to enjoy
understanding and support of countries and peoples in the
world that uphold justice.
