Q: Libya allowed Chen Shui-bian to make a transit stop and discuss with him the mutual establishment of representative offices. What's China's reaction?

A: Despite China's persuasion and strong opposition, Libya allowed Taiwan leader Chen Shui-bian to make a transit stop and discuss mutual establishment of representative offices. This is a serious violation of Libya's long-term commitment to the One-China policy, having adverse impact on bilateral relations. We have expressed strong dissatisfaction and made solemn representation to Libya. We request Libya to abide by its commitment, immediately cease all official exchanges with Taiwan so as to maintain the overall bilateral relations.
