Notice on Airline Boarding Requirements for Certificates of Negative NucleicAcid&Anti-Body Results

In order to reduce cross-border transmission of Covid-19, starting from November 5 in 2020, all Chinese and foreign passengers who are going to fly from overseas (e.g, Zimbabwe) to China will be required to take nucleic acid and IgM anti-body tests and then apply for a green health code with the "HS" mark (for Chinese nationals, see Annex 1) or an Electronic Health Declaration Form (for foreign nationals, , see Annex 2) respectively in the country of departure (e.g, Zimbabwe) and in the country of transit (e.g. South Africa, Ethiopia, United Arab Emirates, etc) before boarding the flight. The specific requirements are as follows:


I. Test Requirements

Passengers going to China from Zimbabwe via connecting flights shall take nucleic acid and IgM anti-body tests in Zimbabwe within 48 hours before boarding their flight to the transit country and then take both tests again in the transit country within 48 hours before boarding the plane to China. Passengers must apply at the Chinese Embassy in Zimbabwe and the Chinese embassy/consulate in the transit country for green health codes with the "HS" mark or Electronic Health Declaration Forms with certificates of negative results of both tests.

The tests in Zimbabwe shall be taken at institutions designated or recognized by Zimbabwean government and the Chinese Embassy. Currently the designated institutions are Lancet Clinical Laboratories, Pathology Laboratories , Cimas Medlabs and Upper East Medical Center Laboratories.


II. Foreign Passengers Applying for Electronic Health Declaration Form

1. Foreign passengers can apply for the Electronic Health Declaration Form by logging on the website of http://hrhk.cs.mfa.gov.cn/H5/ via computer or smart phone. Foreign passengers can fill in the information, declare the health status and upload the testing certificates online, which will then be examined and verified by the Chinese Embassy in Zimbabwe. Upon approval, they will receive the Electronic Health Declaration Form, which will be displayed in QR code with the "HDC" mark. Foreign passengers must present the electronic or printed code, and follow the procedures for inspection by relevant airlines during boarding.

2. Validity period of Electronic Health Declaration Form is calculated based on sampling/collection date.

3. When Foreign passengers arrive in the transit country (to board direct flight to China), they must apply for Electronic Health Declaration Forms after the certificates of negative results of both tests are obtained. The application procedure is the same as above.

4. It is clarified hereby that an Electronic Health Declaration Form is not an alternative to a Chinese visa. Foreign passengers must have both of them before going to China.

5. According to the agreements on mutual visa exemption between China and foreign countries, some foreign nationals may enter China without visas, but they still need to apply for Electronic Declaration Forms before departure.


III. Reminders

The green health codes with an "HS" mark or Electronic Declaration Forms issued by the Chinese Embassy in Zimbabwe will only be valid for passengers boarding the flight to transit countries.

There is no direct flight between Zimbabwe and China, passengers from Zimbabwe need to transit through a third country to China. All passengers must take nucleic acid and IgM anti-body tests again in transit countries no matter they will enter the transit countries (country of departure for direct flights to China) or not. After obtaining negative test results from transit countries, passengers must apply the "HS" mark or Electronic Health Declaration Form at the Chinese embassy/consulate in transit countries following the same procedure, and show airline the green health codes with an "HS" mark or Electronic Health Declaration Forms when boarding.


Please be careful when choosing to fly to China via connecting flights. Passengers are advised to learn the information released by the Chinese embassy/consulate in the transit country about the latest policies on nucleic acid and IgM anti-body tests and entry requirements, and apply for a visa if necessary, to avoid getting stranded in the transit countries due to denial of entry or failure to get valid health code or health declaration form.

Please read the requirements carefully and follow them accordingly. Failure to obtain the green health code with the "HS" mark or an Electronic Health Declaration Form with negative nucleic acid and IgM anti-body tests results means you do not qualify for boarding the flight to China and will have to change your itinerary.
